AB 2430: The Bridge & Boost Act

California has made a historic investment in afterschool programs, but not all students are benefiting equally. Middle and high school youth remain underserved, and gaps in access, funding, and transparency limit the full impact of these programs.

AB 2430 strengthens universal afterschool programs by expanding access for adolescents, protecting program quality, and increasing accountability for families and taxpayers.

What Does the Bill Do?

AB 2430 strengthens California's Expanded Learning Opportunities Program (ELO-P) to better serve students and families.

Under this bill:

  • Access is expanded for middle and high school students by prioritizing adolescents in program planning and funding.
  • Existing resources are better aligned to increase opportunities without creating new ongoing spending.
  • A temporary workgroup is established to update funding rates and ensure programs remain safe, sustainable, and high-quality.
  • Statewide reporting is improved to provide clear, publicly accessible data on program access and participation.

This bill builds on existing investments to ensure expanded learning works for more students across California.

Why Focus on Adolescents and Accountability?

While elementary students have seen significant gains in access, older students remain largely left out.

Without clear data and transparency, families and policymakers cannot fully understand where programs exist or who they serve.

AB 2430 ensures that California's investment reaches more students while strengthening oversight and public trust.

What This Means for California Families

A stronger afterschool system supports:

  • Greater access for middle and high school students
  • Improved academic outcomes and school attendance
  • Reliable support for working families
  • High-quality, sustainable programs
  • Increased transparency and accountability

AB 2430 helps ensure California's universal afterschool investment delivers on its promise; supporting students, strengthening families, and building a more equitable future.
